FY2008 Mandatory Garbage Sorting Enforcement Project

To realize the goal of this project, to improve Mandatory Gabage Sorting Policy (MGS) performance, specia assistances to targeted implementation agencies on MGS operation and Keep Trash Off the Ground (KTOG) enfocement were offered. Moreover, the draft plans concentrated on Promotion Recyclable Source Sorting (RSS) and Outdoor Catering Waste Sorting Recycling (OCWSR) were drafted and piloted. Finally, the revision of the Recyclables List was studied in the project. From the assistance process to targeted implementation agencies on MGS operation and Keep Trash Off the Ground (KTOG) enforcement, we noticed that the attribute of implementation agencies administrator plays as the most important factor. However, the performance enhancement could be obtained through systematic analysis on implementation agency’s operation model and its efficiency. Obviously, MGS and KTOG’s enforcement offers the needed step stone in further RSS and OCWSR promotion. To implement RSS, the required conditions suggested by this project included (1) complete KTOG enforcement, (2) recycling rate is above 25%, (3) the collection frequency of Municipal Solid Waste (MSWs) and recycling should be no less than 3 times per week, (4) no domain recycling service available area, (5) recyclable collection center equipped area,(6) RSS operation area and (7) recyclable is sold by item. In the OCWSR, an immediately pilot program with all implementation agencies is suggested. Finally, a nationwide Recyclable List might be the burst catalyst on increasing MGS performance in the future.
